Justice Department: Excessive use of force by Cleveland police

The Justice Department has found excessive use of force by Cleveland police and the agency will develop a court-enforced consent decree to improve practices, including use of an independent monitor to oversee reforms.

Also today from Phoenix, the report of another unarmed black man killed by a white police officer. The officer thought he was reaching in pocket for a gun. What he thought was a gun was a container of oxycodone pills.
