* FERC BOUND: Colette Honorable, chairman of the Arkansas Public Service Commission, had a hearing before a Senate committee today on her nomination to the Federal Energy Regulatory Commission. By all accounts it went well and she was well-received by Republican members. She’s one Obama nomination, press accounts say, that might not cause controversy in a Senate confirmation vote.
