  • AN OUTLIER: Arkansas diverged from many Deep South states in repealing criminal sodomy after courts ruled such laws unconstitutional. They remain on the books in man Southern states. It's a rare bright spot for Arkansas in LGBT protection.

The Human Rights Campaign has released a survey of states on protections, such as from employment discrimination, provided for lesbian, gay, bisexual and transgender people.

Arkansas is among the bottom tier of 29 states that not only provide little in the way of legal protections for gay people, they also have anti-gay legislation, such as criminal sodomy laws that remain on the books despite their invalidation in court (Arkansas, thanks to Vic Snyder, is not in this number). Correction: My memory failed me. Vic Snyder tried repeatedly but failed to repeal Arkansas's statute. The Arkansas Supreme Court struck down Arkansas's statute before the rest of the country joined under a U.S. Supreme Court ruling.

Here's the Arkansas specific report, which includes some pluses, including anti-bullying provisions in law. It is one of 36 states without employment non-discrimination protection and one of 14 in which same-sex marriage is not legal. Legislation has been promised by Republicans this year to prevent local governments from adopting non-discrimination ordinances.
