Open line and a Popeye's catchup

Here's the Saturday open line and a catchup:

* POPEYE'S: I've been writing about an effort to get a zoning change to allow a Popeye's fried chicken outlet in an office zone on West Markham across the street from the War Memorial Park golf course. The plan was denied by the Planning Commission and notice of appeal was filed with the City Board. City Manager Bruce Moore tells me the applicant didn't "perfect" it's appeal in time and will be unable to seek the zoning change again, if desired, for a yer.
