* TOM COTTON, AGAIN: Sen. Tom Cotton blocked the required unanimous consent to a motion by Republican colleague Mike Lee to vote on a House-passed reform bill on National Security Agency surveillance practices.

* DEATH OF LR RHINO: The Little Rock Zoo has announced the death of its 45-year-old white rhino. Sue lived 11 years beyond the life expectancy of rhinos. The animal didn't recover from surgery to remove abscessed teeth. They were discovered when the animal stopped eating.
