Tom Cotton joins with Marco Rubio to block transactions with Cuba

U.S. Sen. Tom Cotton has joined Sen. Marco Rubio in sponsoring legislation to block financial transactions with Cuba. It's a reaction to the Obama administration's move to restore diplomatic relations with the country. They oppose normal relations with Cuba until there's a dramatic regime change.
