An alternative to jail: Treatment

John Lyon of the Arkansas News Bureau reports on the work of a coalition that believes diversion of minor criminal offenders to mental health and substance abuse treatment would ease jail and prison crowding.

Yes. And perhaps produce some better functioning citizens.

Problem: Treatment costs money, too. Government growth isn't exactly a theme of the Arkansas legislature these days.
