County clerk rips governor's highway plan

By golly, there's still an opposition party in Arkansas, or at least one Democrat with the nerve to call out Gov. Asa Hutchinson's free lunch highway plan (no taxes, take money that currently goes elsewhere for roads) — Pulaski County Clerk Larry Crane. From his Facebook page:

Barring an explosion of state tax revenue growth, it is hard to see how diverting general revenue to highways will produce anything but a drop in the percentage of state money that goes to education, lower and higher.

The post has some followup comments worth noting. Crane added:

The Highway Department has had its eyes on General Revenues forever... Once they get in, the sky's the limit! Far better to recognize their funding problems, which are real, and solve them with funding tied to their users. Now would be an ideal time to turn their per-gallon tax into an equal sales tax that could increase as the price increases... which we all know will happen.
