Blogger Russ Racop notes that William Asa Hutchinson III, who was arrested and charged with DWI yesterday, has had two previous DWI arrests.

Hutchinson's arrest in the wee hours yesterday morning came after he crashed into the I-49 southbound exit ramp to the Fulbright Expressway. According to the police report, firefighters and state troopers responding to the scene smelled alcohol from the vehicle of Hutchinson, who said that he had dozed off. Hutchinson was confused about what direction he was going and had bloodshot eyes and slurred speech, according to the troopers. Hutchinson refused a field sobriety test and a breath test and was arrested, getting out on bond around mid-day yesterday.

Racop, who runs a blog critical of the ABC called Bad Arkansas Alcoholic Beverage Control Division, dug up two previous arrests (as did some of our commenters). It's unlikely that these charges would lead to an enhanced charge this time around given how long ago they were. Here's Racop:

Unfortunately this is not the first time he has been charged with a DWI offense. Back in 2001 he pled guilty to a DWI offense in North Little Rock.

On February 11, 2001 at approximately 12:54 a.m., Asa III was pulled over by the ASP for speeding (80 mph in a 60 mph zone). When the trooper was at Asa III's vehicle he immediately smelled alcohol and Asa III seemed "dazed" and "slow" and his eyes were bloodshot. Asa III was given a field sobriety test, which he failed. Asa III then consented to a breath test and he had a BAC of 0.11%. Asa III told the trooper he had consumed 6 or 7 drinks.

The court records note a previous DWI arrest on September 27, 1996.

Asa III was involved in an accident in Conway last August in which the vehicle he was driving flipped onto its passenger side during a purported accident. Reports indicate that alcohol was not a factor, but Hutchinson was not given a field sobriety test, nor was he given any type of test to determine blood alcohol content.

Great piece in Washington Post on the budget crisis in Louisiana. Big tax cuts and corporate welfare will do that to a state, particularly to a state whose previous governor, Republican Bobby Jindal, refused to join the Obamacare-funded Medicaid expansion. There's a lesson there for Arkansas.
