Renovation to begin on I-440 near Little Rock airport within a month

The AP reports
a Fort Worth company was awarded a $33.8 million bid on improvements to a 2.8 mile stretch of I-440 between the Bill and Hillary Clinton National Airport and the bridge over the Arkansas River:

The Arkansas State Highway and Transportation Department says Kiewit Infrastructure South Company of Fort Worth, Texas, was awarded the bid for the project.
...
The highway department says construction should begin in the next two to four weeks, depending on the weather. The project is expected to be complete by the middle of next year.

The news brings to mind the proposal made by Tim McKuin on his MoveArkansas blog to turn I-440 into the new I-30 as one piece of an alternative to the Highway Department's "30 Crossing" project, which would replace and widen the existing stretch of I-30 that runs through downtown Little Rock. Why not?
