A State Police captain in Fort Smith, Steven Bryan Davis, was arrested Tuesday afternoon on a misdemeanor loitering charge near a Fort Smith park and has been placed on administrative leave.

40/29 reports that undercover police filed a report saying they saw Davis masturbating in his truck about 3:30 p.m. They said he asked the officers — a male and a female — to have sex in the backseat of his truck. They then identified themselves and arrested Davis.

Davis, 51, was the commander of Troop H in Fort Smith.
