The Human Rights Campaign has released its fifth state equality index ranking policies toward LGBT people and Arkansas again falls at the bottom.

Arkansas is with 27 other states in the lowest category "High Priority to Achieve Basic Equality.”

This is not a surprise. There is no civil rights protection on account of sexual orientation in Arkansas. Legislation supported by Gov. Asa Hutchinson protects people who intentionally discriminate. The Arkansas Supreme Court has upheld the state law that prevents local civil rights protection. And so on.
