Cash for Cans - who gets paid to do the video work?

I watched a pretty little PSA on the “Cash for Cans” program that the city of Fayetteville is involved in, featuring the dulcet tones of our mayor, Dan Coody, as he talks about recycling  aluminum cans and how it helps the environment.  The climax of the production features a beaming mayor, looming over a child.

It’s all very slick and well-done - exactly the sort of production that Fayetteville Government Channel is so well known for. Except for this:

The DVD wasn’t produced by the FGC, but instead, seems to have been produced at the Jones Center in Springdale.


You gotta wonder why the talented folks at FGC weren’t asked to produce this, and more importantly, if city money (and how much) went to a production that could have been done in-house.
