Amazon IS collecting taxes, the Department of Finance is legally prohibited from disclosing whether or not they actually remit the tax. It stands to reason that a corporation with a fiduciary duty to maximize profits is not remitting a tax which is not required.
Amazon told me that they are not able to discuss their business operations when I contacted them about this and sent them proof that the bill failed. They acknowledged they began collecting on March 1, despite the failed legislation.
I am contacting the Attorney General's office right now.

"Thank you for your concern. Collection on March 1, 2017 is not related to the failed legislation, but rather the ever changing business relationships and operations of Amazon. We are not able to go into greater detail with respect to our business operations at this time.

Further questions will need to be directed to the Arkansas Department of Finance and Administration.
