It's not dumb at all... just very very annoying:

Arbitron/Nielsen is beholden to a ratings agency in order to ascertain that their samples are both completely random and demographically appropriate. Which can be very difficult.

Once your address has been selected randomly, they NEED to have you become a panel member or it counts against them, unless for some reason the randomly chosen address is not a "usable address" (e.g. an empty vacant lot).

In asking you if your house was a vacation home the representative was not being dumb at all. They were trying to give both you AND them an "out". A rental home is probably not a statistically "usable address" in the ratings, so if they could flag the address "unusable" it wouldn't count against them, and they would stop calling you. Absolutely NOT what the rep is supposed to do, but they weren't being dumb. Just trying to lead you...
