You are not going to work this out, without the help of a lawyer. If you do not wish to use the ACLU there are other legal organizations that will help, for no fee. If the mayor and the city council won't listen to you now, they won't listen to you later either. A Lawyer has the clout, especially one affiliated with the ACLU to do so.

You NEED the help of someone trained in legal resolutions. You will only hurt yourself further by trying to do this on your own. The mayor or city council may not comment further because THEIR lawyer is telling them to shut up to protect them. The time for peaceful resolution has passed, now you need the ACLU, which is why they exist.
