What is being missed is that this approved change is only 1 change in a series of changes being proposed that are designed to limit cost with the "offer being" that emergency/crisis services and substance abuse services will be increased. The amount increased is negligible to the cuts proposed and the eventual impact. The nature of the disclosed cuts is not about improving care because the proposals lack evidence to improve care. They are designed to create more hurdles to providers decreasing the possible service provisions due to how the implementation of care is planned. It is clear that the measure of of society is how they take care of the less fortunate and our society is grinding the poor, the mentally ill, the impaired under the juggernaut that is our legislature. People who by their own admission vote without being clear on what they are voting on and make choices to destroy a health care system without having an option that has been tested and assures it improves care with fiscal efficiency. Truly short sited, but I guess we can't expect that much from our state government and elected officials who cut resources to mental health when the rest of the United States is trying to improve funding and care.
