Check out Mill Creek in Newton County and its permitted Sewer Treatment Plant at Dogpatch. There is no association that takes responsibility and this plant appears not to have anyone to operate it. ADEQ has an enforcement action but no one to accept the mail. Mill Creek flows into the Buffalo National River and the NPS has asked it be added to the 303-D impaired waters list. The stream is in visible neglect and the state agency ignores the source or sources of contamination.
