I am confused by your comment, Disappointed Employee.
You are upset that a resident of California (for instance) might have to pay out-of-state tuition while a promising young Arkansas student would get in-state tuition? really? why?
And, Thomas Pope, I think you would be hard-pressed to find a better reason that the Chancellor is doing this other than to help our bright young students of this State succeed.
