I work at a zoo and I can't tell you how many times I have to tell people to take their kids off the fence. Not a good idea people! It happens frequently. The grandfather placing the child on the fence seems consistent in the articles I read and possible. At the age of 3, children can be very independent and may have a hard time holding still. I would think by the height of the railings the 3 year old would be too short to climb up there unless he had help of some sort. As for the animals it isn't there fault therefore do not deserve punishment. They are wild animals. I do however would like to say great job to the zoo keeping staff that responded so quickly. Running through drills really pays off.
