Anything less than a dollar the tobacco industry is willing to bet consumers will absorb the cost without affecting sales overmuch. They are more than willing to gamble this for preemption because all meaningful tobacco prevention begins locally. The tobacco lobby and their front groups have much more power in the legislature than city councils. As a revenue source tobacco is not the best because unless it is high enough to reduce prevalence, at a minimum a 10% increase, the revenue is offset by the cost to public health. If it is high enough to reduce prevalence your revenue goes down as well. Preemption should be a deal breaker.

A hundred years ago when I waited tables at the local fern bar, Charlie was a regular. When most of the bond daddies and politicos we saw literally daily couldn't even be depended on to be civil or tip appropriately Mr. Daniels was always friendly and polite. He treated people as human beings and not someone put on this earth to bring him his drink. One evening he took the time to introduce his wife and daughter before dining. That impressed me at a day and time when it seemed most of our customers were only there to catch happy hour and get their ass kissed.
Enjoy your retirement, Mr. Daniels.
