Is there another way to evaluate a child's performance if they are not monitored by an accredited educational institution? Standardized tests are required for most colleges and tech schools. Standardized testing has become part of life regardless of one's feelings towards them. Standardized testing is required to get licensing from driver's licenses to licenses to carry guns.

Testing is really the only way to monitor a child's growth when they are not overseen by a traditional school. there needs to be a way to monitor children by the state to ensure that children are being educated in a proper fashion. While testing does not ensure that a child is being taught properly, it is truly the only way for the state to monitor such.

Granted he may be a first time offender, but he failed to filed taxes for four years. While I am jumping to conclusions, this was definitely not a mere oversight. I could understand failure to file tax returns for a year, but four years? This is not the intent of Act 346, the First Time Offenders Act. If he failed to file federal tax returns for four years, I am sure he would have faced prison time due to sentencing minimums.
