Every intersection includes a legal crosswalk--with or without painted markings. Most drivers have no idea, but they are subject to a ticket if a pedestrian steps off the curb and the driver does not stop.
We could easily implement education programs in place in NJ and other locations, where you have "decoys" step into the crosswalk while motor patrol officers wait nearby. When the motorist fails to stop they are intercepted and provided with a flier. Doing this in high visibility crossings resulted in dramatic increases in compliance across the entire community. Tickets replaced the fliers in the second week of the crackdown. Call me and I will share more. 569-2921
