Deltic bill fails 

At the urging of House Speaker Bill Stovall, a House committee Wednesday gave a rare "do not pass" recommendation to the Deltic Timber bill to take control of the Lake Maumelle watershed. Facing certain defeat after the failure of a "do pass" motion, Deltic tried to have the bill pulled down to delay a decision until later in the session. But Stovall said enough time had been devoted to the issue, and that more important issues remained to be decided. He asked for the "do not pass" motion and there was no audible dissent on the voice vote. This means a two-thirds vote of the committee will be required to bring the bill back up for consideration -- a practically impossible task.
