I lived in an apartment in one of the whitest, I mean nicest, suburbs. Being at ground level, a good rain would flood my place. My upstairs neighbor would carry his wife on his back to cross the knee-deep pool at the bottom of the stairs so that she could go to work. The company was in Nashville, TN. I complained loudly. The city eventually put extra rules in place for absent landlords. Glad to be out of there. I'm sure it only sucks a little less. And I know that my experience is nothing compared to what others have tolerated in this backwards state.
