Re: “Arkansas may violate ARRA caveat with dumbed down' residential rules

How many HVAC contractors in Arkansas can test duct leakage? Start with ENTERGY’s Residential Solutions contractor list at http://www.entergyarkansas.com/content/energy_efficiency/docs/Ark_Partnering_Contractors_Residential.pdf.
If that’s most, if not all of them, then less than 35 have the tools to test duct leakage out of almost 3500 HVAC license holders in Arkansas. That is 1 in 100! Oversized equipment, undersized returns and leaky ducts have become the standard for Arkansas. If we can't test how we're doing, how will we ever know how we are doing? Too many contractors have never had the opportunity or motivation to learn, or even be exposed to, best practices. Continuing education would fix that. Continuing education should be a requirement of all HVAC license holders. Let’s get with it Arkansas!
