If that is a CAP uniform he's wearing, the only emblem on it is facing the camera, and it is in the wrong place by about half his body's width, and wouldn't be sewn on (Velcro on his right chest).

This is a military flight duty uniform with a misplaced CAP emblem, no grade insignia nor nametags, and I'm guessing he was using it as coveralls while he's trudging around outside. Certainly, CAP has nothing to do with this story.

Being a member of CAP and an aviator to boot, I can say the only way you even are allowed a flight suit is if you're on flight status. If this guy is, and I'm doubting it, that green bag isn't part of his CAP uniform kit, and I'm betting he's going to be called on the carpet.

Now let's stop nitpicking his poor choice of clothing and discuss the story, OK?
