How much of that will go to the families that are being treated terrible and unfairly in this neighborhood? None. That is the travesty here. Their property is worth basically nothing now.

They would buy parts of one side property or the other side, not both. The Stephens property goes all the way to the rail bridge. They would not buy all of that land - it is not needed. Just a corner of the warehouse in in the road area, even if they decided to align to the west. It actually makes a great deal of sense.

The concept of what the Broadway Bridge would look like as a park has already been done, and was presented to the highway department by the Mayors in April of this year. It was reported on then by the Arkansas Times and all the images are also on this site:

Check it out.... It is called the "Broadway Sky Park", and would be much like New York's extremely successful Highline. Look that attraction up on the net. They have formed a non-profit fundraising arm that helps with the development of the land/parkscape on top of an abandoned elevated train rail. Phase 2 is about to begin construction. Imagine all the people that said it was a crazy idea when it was proposed...

The main frustration in all this is the fact that "the money has to be spent or it goes back to the Federal government". That is the entire and only reason the Chester Street is not being considered seriously. It is also the reason our country is in such a mess financially. My thought: give the money back - with the caveat that it go to reducing the federal debt- make a public statement about it. It would be all over the national news... Reapply for funding in two years when a proper Chester Street Bridge has been designed. Build it right. Then, decide what to do with the Broadway Bridge. Set up a non-profit durning that time and start raising private funds just as New York did. Sure, it could be supplemented by both cities and the county as well, but would not rely on them. The entire process would not shut down one lane of traffic. Oh, and the federal money would be there in two years as well for the new bridge anyway, no doubt. Don't let anyone tell you that it might not be...
