You might have a point about FSM PD however I think you also should note how many Blacks app'd for the positions in the last 5 years how many passed tests and were the tests fair etc. Those that made the cut how many failed the interviews etc. The problem of how many or percentage of which color starts at input. The 70's had a larger percentage of Black Officers than today if your figures are correct. I know of one det and two sargents that happen to be black during my time in patrol. Going to take some frontend work to correct the issues of make up - at the input point - bitching about the current system is more a waste of time than actually doing something about it. Might want to make the job more attactive as well through better salary and training. The current issues have more to do with the process of getting the proper canidates and getting them the proper training. Many cops become same for the wrong reasons.
