No. The term "low information voter" has always referred to Republicans, it is a term used for decades by public relations offices, political campaign organizers, and commercial product advertiser agencies. The term is and always has been used to identify a core commercial and political demographic of right wing Christian Republicanism.

It is only recently that the term has seen wider usage among the actual voting populace who mistakenly believe the term means people from all political parties and from all theistic and non-theistic demographics. It does not, ask any marketing expert from as far back as the 1930s and he or she will tell you the term literally means "Christian republican."
