It's a huge deal if you like democracy, but if fascism is your thing, not so much. It attacks responsive government by taking out the FOIA as applied to the state government, let's them do what they want without getting sued for it, lets regulatory overreach go unchallenged. The Administrative Procedures Act is how you fight agency decisions against you, and part of that just got blown out the window. The Courts have the power of judicial review of the constitutionality of statutes. In many instances you won't be able to put the state in court to do that now.
