With all respect, if you check the Hebrew word that NIV translated as miscarry, it doesn't mean that. Check Bible comparisons and you will not find it there. The word meant that her womb wouldn't be able to conceive.
God is the creator of all life... every living thing lives because of Him. He is not a life taker. In the translations of the Bible, because of the language differences and tenses of the verbs, God many times is portrayed as the author of evil and death but He only permitted it, why? is because everyone of us has the power of choice and He will not force us to do anything. There are consecuences to our actions, but that doesn't mean that God brings those consecuences. If we don't take care of our body, very likely we will get sick, if we don't pay our bills, we will probably lose everything we have, if we are unfaithful to our spouse, we will bring havoc to our home. In the times of the Law people received retribution for their actions just like now we could end up in jail for braking the law.
However, Galatians 3:13-14 says: "Christ hath redeemed us from the curse of the law, being made a curse for us: for it is written, Cursed is every one that hangeth on a tree:"
The Law was needed before Christ to keep evil from spreading, just like cancer has to be removed from a person's body. But now in Christ we have the cure, God through Christ living inside of man.
If you want to see God in action, look to Jesus, He only did the Father's will. He loves the sinner but hates de sin, for He knows that it will bring destruction to our life; He forgives and forgets, He heals and resurrects. And He still says "Go and sin no more"
