Again, no methodology on how it is conducted. And, this is a robo-call polling group. That means that they cannot call cell phones (and if they do it is a violation of federal law). So with Arkansas having one of the top cell-phone only populations in the country, not doing so eliminates roughly 45 percent of your eligible population.

Though neither poll results should be considered, it isn't a push poll (http://www.aapor.org/AAPOR_Statements_on_P…). NEVER trust results from a poll in which the methodology isn't fully disclosed (and I've yet to see a poll in Arkansas disclose their full methodology).

Such measures are simply due to legislators' cowardice. Since they can't make the tough decisions on a regular basis, they defer to "automatic" decisions.

If a state changes electoral votes to a congressional district distribution then folks will insist that the district lines be revisited and drawn more fairly, which would imperil the current party gerrymandering that provides favorable districts to one party and those party folks definitely don't want that!

I don't know much about this election, but I do know that in these types of elections, minority candidates typically suffer during run-off elections; i.e., among a group of candidates, minority candidates can carry a plurality (which is why many places moved to plurality elections for these types of local elections), but not a majority. In a run-off election, these candidates typically lose (and generally approach the same percentage support enjoyed in the general election); these candidates have a support cap that provides a sufficient plurality, but remains shy of a majority.

eLwood, the Talk Business poll has issues (cannot legally contact cell phones with robocalls, which is particularly problematic in Ark where 40% of phones are cells - 3rd highest in nation). Plus, with registered voter lists in Ark, it is difficult to compare sample statistics to population parameters to confirm whether the poll is representative, or you rely on fairly old data by which to make these comparisons. I wouldn't put much stock in those results.
