The right way to have done this would be to specify that all web sales to Arkansas residents (delivered to Arkansas addresses) must collect Arkansas state sales tax. That would be a less complicated calculation and much easier for online retailers to implement. The convoluted way in which the Arkansas legislature tried to add this doesn't get AR any closer to collected the use taxes that residents are supposed to self-track, self-report, and self-pay.

But then, what should one expect from the only state to have decided that renters accept premises in an "as is" condition and landlords do not have to maintain rental property in a fit and habitable condition? Also the only state to have so carefully interpreted Usury laws as to make the maximum allowable interest rate about 1/2 that of other states? The only state to define oral sex as a type of sodomy?
