If a student is performing 2 or 3 grade level behind his/her peers, which is almost criminal, then in all probability he/she will not do as well as the student who is perfoming at grade level. Providing all students have been given adequate remediation, have been instructed with integrity and fidelity on the same measured items, then it would be ok to compare test scores; however, public schools test far more students than charter schools, so the results can not be compared---well, unless there is some other agenda that is being promoted. A noun is a noun is a noun; 2 + 2 =4, in base ten, all over the world. Many students don't value education and they certainly don't care anything about some assessment/test. I tend to agree with Charles Murray on one point: We spend far too much time and energy with students who do not want to be educated; we need to invest in the academically elite--and that does not mean 'white'. Murray was speaking about those who are prepared to be educated--those who are prepared to be successful--those who are willing to embrace ownership for their life and education, etc.....
