Re: “Bid to require racial impact statements fails again

The following recent posts mention this legislation in the course of general discussions of racial impact statement laws. The first, by me, explains, among other things, that measures that generally reduce the size of the prison populations tend to increase, not decrease, the proportion racial minorities make up of persons imprisoned. It also discusses the difficulty of implementing such laws given that generally reducing any adverse outcome tends to increase percentage differences in rates of experiencing them while reducing percentage differences in avoiding them (as well as the fact that virtually no one understand this). The second, by others, is focused more on policy apart from the statistical issues I raise.
