Hume N. Bein is wrong when he/she says that the individual tests are not used at the school level to drive instruction for students. Whenever students do not score proficient or advanced, a remediation plan is designed for each of those students that covers the areas in which they did not perform well. The purpose is not to be punitive but to make sure each student has mastered grade level material so that he/she is able to successfully tackle the material in the next grade. This step alone probably has done a great deal to raise scores statewide.
