One question I have is where were the girls when they weren't at the daycare and the Harrises needed the staff to mark them as present? Did they give them to the Francis family earlier than they claimed? Before they adopted them? If so, did they keep the foster payments or split it with the Francis family? It's an entirely different thing to put foster kids somewhere else when they are state wards. Or were they left at home alone locked in a room? Did they have bruises? There is some reason the Harrises needed to hide their absence and the article doesn't address this issue. There could be any number of reasons but I would bet there's a lot more to it. The lunch subsidy doesn't make sense since they made plates of food that they threw out anyway.. BTW, I am a social worker and my heart aches for those girls. It is also disturbing that politics trumped the professionals' recommendations.
