There may not be a written vision but there is a vision for this area that seems to be both top down and bottom up - Central Arkansas has 50 years of success with tech companies, this governor is pushing for more, as are many in the community. Little Rock competes with places like Portland and Austin, and the competition is about both local culture and tech. The area affected by the freeway is the heart of growing plans as diverse and united as local food, entertainment, arts, and tech. The transportation plans need to include tech too - we are in a time of apps for ride sharing, congestion avoidance, virtual workplaces, and many other changes.
