#LowestBidder = failed bridge implosion. An engineer can design an implosion that will work but only if it is successfully executed. You can blame the AHTD for choosing the lowest bidder but the blame for the failed collapse belongs to the demolition least their job is still cool.

Just because the bridge didn't collapse doesn't meant it was safe. Barring the results from the failed demolition, these types of bridges are labeled as fracture critical (Not redundant in their design). Damage to any member is like removing a leg from a 3 leg table. Thats what happened for this bridge:

Besides the public safety risk, the bridge most likely did not meet lane widths required for modern vehicles nor the current traffic flow demands (i.e population increase).
