This "confusion" over open carry and concealed carry in Arkansas is very strange. The plain language of Arkansas statutes does not ban open carry nor does it ban concealed carry unless their is crime afoot. Therefore, open carry and concealed carry (without a permit) is generally legal in Arkansas. Learn more at And carry on!

High appellate courts, like the US Supreme Court, decline almost all cases. The reasons for denial vary, but most of all, High courts are looking for the right cases with the right attributes to hear to essentially create new law.

A refusal to hear a case should not be taken as the court ruling against a case - its often the other way around - that the facts of the case and the positions taken by parties are not seen by the court to be the best case to rule on.

Who writes this blog? Arkansas does issue a concealed handgun pemrit but such permit is NOT required to carry concealed handguns inside Arkansas. Arkansas is a constitutonal carry state - no license needed to carry handguns in public openly or concealed. learn more at

But what is your view of the content of the article? Does it misquote the revised statute? Does it mis-state the common rules of statutory construction? Let's be honest - even absent application of the rule of lenity, the revised statute does not make gun carry a crime - so, its not!
