I know Luke. He has worked for me. I also know local government as I was a city/county official elsewhere. From my perspective, maybe the city should start by looking at the services it provides and whether improvements need to be made. This doesn't need to be a major project, but maybe being responsive when citizens call about picking up trash. My neighbors and I have had to call on trash that was missed from time to time. Getting it picked up typically takes care of the problem but I've had to call more than once on rare occasions and if I were ignored, I can imagine getting pretty frustrated.

Luke reminded me of some people in my former community. In my experience, we found that a city staffer sitting down with the resident and discussing specific issues, maybe one at a time, and staying focused, was successful in defusing the situation. If the resident feels he is being heard and some issues are being resolved, there is no need to appear at Board of Director meetings. I'm sure the City's response would be that they've tried. However, my experience with Luke is that when he's taken seriously and addressed respectfully, with focus on issues one-at-a-time, things can be resolved.
