Sadly Little Rocker is have to be at least "be in the game" as it's called. But it is interesting to note that 90% of all corporate headquarters are still located in the city in which they were founded. Tax incentives won't make a bad deal good, but sometimes they are necessary. You need to make a compelling business case and then an emotional connection with company leadership. Incentives will always be a small but important part of the decision matrix, especially at the end of a project when the company determines they could be successful in city A, B, or C.
