But if its from "the athletic department fund" (your phrase out there), I presume that's from a fund, I presume. Do they earmark this to give employees these kinds of transfers? If its from his pocket... different to me, may violate his contract, but I think for most state agencies you can't even do justifications for additional personnel compensation transfers like this, from "funds" without it being a valid reimbursement for an incurred expense, etc. I think you can do a special justification requesting a "special entry rate, " 20k above the range, but you have to send that in. And that doesn't mean you get a 20 thousand dollar check.

But I'm not even sure a University institution has to follow these rules, or is subject to these controls. I have no idea. I have not parsed through the DFA/OPM to see if it is considered a state agency.

How is a 20k transfer from a state fund authorized for personnel compensation above and beyond the salary ranges under OPM rules? I presume for most state employees compensation is fixed by grade and scale within that grade. I did not know a state institution or "fund" assuming the "athletic department fund," is subject to personnel rules, could make additional transfers like this.
