He wasn't charged with DWI because the keys were NOT in the ignition, Not because of special treatment. He is a good man who made a mistake, admitted it, followed up with self-enrolled treatment, pled guilty and will pay the fine. As his brother has said, he would give a ticket to me if I were speeding.

The monies used for this project were not taken from the budget of the Little Rock VA Hospital. It came directly out of the VA office in DC as part of a energy reduction project. No patient care funds were used or decreased.

Knowing him personally I can say Bruce Pennington is a good man who made a mistake, admitted it, apologized and will pay the fines.
