I remember many sales tax hikes were sold as delivering equal funding for each Little Rock ward. The Ward One portion (mostly east Little Rock) was always entirely taken up by downtown commercial district projects.

ACORN was often derided but they were also the only group that would knock doors in the East of Main (and many other neighborhoods), and get people to a meeting where priorities were discussed and demands were made.

Some members mentioned Huey Long's tour of the state for Hattie Caraway.
