The 2009 IECC has two options for duct systems. If the ducts are in the attic or crawlspace they must be tested. If ducts are in the basement or within the heated or cooled space they DON'T have to be tested.
The biggest question for Arkansas consumers is why would you want to dress for a warmer climate if your are living in a colder climate? That's why the code specifies different requirements for buildings.
Lets look at California as an example, it has 4 climate zones. The houses along the beach of southern California have different needs that houses in Lake Tahoe. You don't want to be outside in shorts in Lake Tahoe in January, but that's OK in San Diego.
Houses can be compared to people; houses in warmer climates need less insulation (clothing, sweaters, etc) but may need more shade, and houses in colder climates need that sweater of insulation.
The building codes are developed by many people from building code officials to Homebuilders. They all participate in the development. In fact in 2012 the National Association of Home Builders (NAHB) Economics and Housing Policy Group released a study from a homebuyer survey performed in 2012. Of interest was the first and foremost item homebuyers want, energy efficiency. The report shows how nine out of ten buyers would rather buy a home with energy efficient features and permanently lower utility bills than one without those features.
Don't cave to the homebuilder lobbyist in the state. The homebuilders don't pay the utility bills for the life of the home. The homeowners and occupants pay the utility bills. Lets not forget that.
