Yates was hired by then-Mayor Doug Formon who was before and after his term a JPD sergeant. After he left office after one term (he was in over his head and his approval dropped like a rock), he ran for County Collector and got just 12% of the vote. Then, he returned to JPD as a motorcycle patrolman until Chief Yates got a cushy job for him as Public Information Officer, where under Yates' direction, he routinely denied the document requests of the reporter in question. Here is the often overlooked context here.

The office itself should be redefined or abolished, or like several states (Alaska, Arizona, Hawaii, New Jersey, and Utah) combined with the Secretary of State. Possibly a scenario where the Lt. Governor heads a defined state agency , like Louisiana (commissioner of the Louisiana Department of Culture, Recreation and Tourism) or Ohio (the Lt. Governor is appointed to a state agency position; the specific one at the Governor's discretion). But by all means, defund this office until the new person is on board and the office's status can be settled.
