When I attended a neighborhood meeting for the school before they opened, the administrator (can't remember her name, but she boasted of being a part of E-Stem's success) almost bragged about people signing their children up for the free lunch program regardless of whether they were entitled to it, in order to get into UCPC. When I told her that I thought they shouldn't condone allowing their patrons to lie, she said that the people they were trying to serve would do "whatever it takes" to get their children into a better school. I quickly surmised that we weren't dealing with administrators of strong character, since they were knowingly accepting fraudulent government documents for a free lunch. Sure enough, it turned out that the administrators chose to lie about their enrollments and even with substantial extra funds for phantom students, they still couldn't operate the school with a balanced budget. UCPC students are better off being served in other schools immediately, with administrators who are hopefully setting a better example.
