Learn how to read. Charter schools DO select, first by the opt-in nature of the enrollment process, which selects for only involved parents, and second by the counsel-out method by which charter schools send their poorest performers back to public schools to drag the publics' averages down, claiming that they "weren't a good fit" for the charter.

This is clear in the article, and it reflects reality.
